Ranks and insignia differ by service and, of course, country of service. In English-speaking countries, three stripes (or chevrons) usually denote the third-lowest rank of the "enlisted ranks" (USA) or "other ranks" (British Commonwealth).

The earliest use of three stripes I know of is to denote the rank of sergeant in the British army, being one rank above corporal (or bombardier in the artillery) (two stripes) and two above lance-corporal (or lance-bombardier in the artillery) (one stripe).

Additional symbols and insignia, eg a crown over the stripes, might indicate different kinds of sergeant, eg staff-sergeant. A similar usage persists in many British Commonwealth countries.

As other services were created, eg Air Force, a corresponding set of one, two or three stripes was used to denote the enlisted ranks (or other ranks) officers.

AFAIK, the "Senior Service" - the Royal Navy - only used three stripes in gold braid for a particular rank of Admiral.

Some particular insignia with three stripes are:
1. British Army - Other Ranks - OR-7 Staff Sergeant or Colour Sergeant - three stripes (actually chevrons) and crown.

2. British Army - Other Ranks - OR-6 Sergeant - three stripes (actually chevrons).

3. Royal Air Force - Other Ranks - OR-6 and OR-5 - sergeant - three stripes (actually chevrons).

4. United States Army - Enlisted Ranks - E-5 Sergeant - three stripes (actually chevrons).

5. United States Navy - Enlisted Rate - E-3 -Seaman, Fireman, Hospitalman etc - depending on colour - three diagonal stripes.

6. United States Navy - Enlisted Rate - E-6 - Petty Officer First Class - three gold chevrons.

7. French Army - Capitaine - commands a company, squadron or battery - three orthogonal stripes.

8. French Navy - MaƮtre - three reversed chevrons with anchor and button.
