On May 3, 2007, Stimson Center Visiting Fellow Lt. Col. Zafar Ali presented his research which explored ways to reduce the likelihood of an act of nuclear terrorism. Zafar's research evaluated nuclear terrorism threat scenarios and concerns over Pakistan's nuclear security. While noting that Pakistan has significantly improved its command and control of sensitive materials in recent years, Zafar offered policy prescriptions that can help further lessen the threat of nuclear terrorism in Pakistan. Among his recommendations, Zafar proposes that Pakistan enhance its personnel reliability program, expand the Pakistan Nuclear Regulatory Authority's technical capacity, and establish a nuclear risk reduction center.
